The BGA Operational Regulations require that all launch equipment is adequately inspected before use:

THE WINCH RUNS ON LPG WHICH IS A HIGHLY FLAMMABLE GAS. DO NOT REFUEL THE WINCH ON YOUR OWN UNLESS YOU ARE SIGNED-OFF TO DO SO. THE WINCH AND ITS RETRIEVE VEHICLE MUST BE SWITCHED OFF DURING REFUELING.</description>
